Andalusia's New Government Pact: A Shift Towards the Far Right
A recent government agreement in Andalusia has solidified the influence of the far-right Vox party within the regional government, marking a significant ideological shift in Spanish politics. The pact, which includes 150 measures, crucially reflects the ideological concessions made by the People's Party (PP) to Vox, encapsulating their rejection of the 2030 Agenda and introducing a new Directive Law that elevates the concept of national priority.
Under the terms of this agreement, Manuel Gavira, the leader of Vox, will take on the role of Vice President, overseeing the newly created Ministry of Tourism, Local Administration, and Justice. This arrangement comes after Juanma Moreno, leader of the PP, was invested as the president of Andalusia following the formation of a coalition with Vox. Just moments before the vote, Moreno and Gavira formalized their partnership, establishing a governance agreement to prevent potential parliamentary paralysis and further elections. However, achieving this stability required the PP to adopt significant portions of Vox's agenda.
One of the most controversial elements of the agreement is its stance on immigration, which adopts Vox's hardline policies. Despite prior declarations from Moreno that immigration would not be a topic of debate, the pact explicitly rejects the arrival of unaccompanied foreign minors (MENA) and eliminates subsidies for NGOs perceived to support illegal immigration. Furthermore, it enforces a ban on the use of burqas and niqabs in public spaces, highlighting a significant shift towards the far-right's anti-immigrant sentiment.
The focus of this pact on a so-called national priority also insinuates that access to public aid and resources will favor those with established connections to Andalusia, further entrenching the exclusivity in social benefits. Gender violence is notably absent in the agreement, with the only references to women revolving around cultural prohibitions rather than protection from violence. Additionally, there is a complete omission of provisions for the LGTBIQ community, signaling a disregard for diversity and gender rights.
Another significant aspect of the agreement is its deliberate rejection of environmental standards, indicating a strong denial of climate change. Moreno's administration has committed to preserving the interests of the primary sector by opposing the European Green Pact, stating that the environmentally-driven policies raise production costs without providing adequate offsets.
Cultural policies will also take a drastic turn, with plans to terminate the Program of Arabic Language and Moroccan Culture in schools—an initiative criticized as diluting Andalusian identity. In contrast, the agreement pledges to promote bullfighting and hunting, with explicit protections for bullfighting cultural practices against any perceived ideological suppression.
Taxation is another area where substantial concessions have been made. It is indicated that there will be a broad agreement to reduce or eliminate various taxes, including regional income tax reductions with new deductions for families, in a move aimed to alleviate financial burdens on citizens and businesses. This plan also includes the elimination of environmental taxes on items such as plastic bags—showcasing a convergence of fiscal policy and Vox's cultural agenda.
In summary, the coalition between PP and Vox signifies a stark rightward shift in Andalusia’s governance and ideologies, with the 150 measures outlined in this pact largely reflecting Vox's influence and key policy priorities. The implications of this partnership may have lasting effects on the region's political landscape and societal dynamics.
