Calls for Global Action After Deadly Palm Sunday Attack in Ukraine
Jean-Noël Barrot, France's Minister of Foreign Affairs, urged the United States on Monday to impose sanctions on Russia following a devastating bombing in the Ukrainian city of Sumi that left at least 34 people dead, including two children, and injured 119 others, among them 15 children. Speaking upon his arrival at a meeting of European Union foreign ministers in Luxembourg, Barrot emphasized the need for decisive action to compel Russian President Vladimir Putin to engage in negotiations. He remarked that the U.S., which has historically been invested in achieving a ceasefire—pointing to former President Donald Trump’s significant efforts—could leverage the prepared sanctions to pressure Putin into negotiations.
Barrot also called on the European Union to enact the most stringent sanctions possible against Russia, aiming to cripple its economy and halt its military operations. He condemned the attack, which involved Russian ballistic missiles targeting civilians on Palm Sunday, stating that it underscores Putin's blatant disregard for human life and international law. The assault occurred as crowds gathered to celebrate the holiday, with two Iskander missiles striking the city center in quick succession, causing widespread devastation.

Meanwhile, Germany’s acting Foreign Minister, Annalena Baerbock, condemned the strike, asserting it further evidenced Putin's desire not for peace but for the annihilation of Ukraine. Baerbock stated that the attack exhibits Putin’s motives and called for sustained support for Ukraine, arguing that a strong international stance increases the prospects for future peace in Europe. She commented on the necessity of an augmented European response to the ongoing aggression, advocating for initiatives to supply Ukraine with two million shells.
This incident in Sumi follows alarming escalations in violence, including a missile strike on April 4 that hit Krivi Rig, the hometown of Ukrainian President Volodymyr Zelensky, resulting in 20 casualties, with 9 being children. The timing coincided with escalating tensions, as diplomats from both Russia and Ukraine exchanged accusations of breaching a temporary ceasefire agreement facilitated by American mediation, highlighting the complexities of negotiating an end to the war that has persisted for over three years.
