Catalonia's Puigdemont and Comín Accuse Judge of Delaying Appeals on Amnesty Law
Former Catalonian President Carles Puigdemont and European Parliament member from Junts, Toni Comín, have officially filed a complaint against Judge Pablo Llarena with the General Council of the Judiciary (CGPJ). They claim that Llarena has unjustly and repeatedly delayed the processing and resolution of appeals related to the application of the Amnesty Law.
In a document obtained by Europa Press, lawyer Gonzalo Boye calls for an investigation into what he perceives as a significant delay by the Supreme Court judge. Boye argues that Llarena has violated the Organic Law of the Judiciary, having exceeded the designated time frame for resolving the appeals. He emphasizes that the failure to adhere to legally established time limits in judicial functions can result in a range of disciplinary actions, classified as very serious, serious, or minor offenses.
The appeals filed by Puigdemont and Comín were in response to Llarena's ruling that the Amnesty Law does not apply to the charges of embezzlement against them. This decision has also been contested by the Prosecutor's Office, the State Attorney's Office, and the legal representatives of ERC General Secretary Marta Rovira and former councilor Lluís Puig.
Boye has pointed out that reminders regarding the pending appeals have been submitted on two occasions. He asserts that Llarena is fully aware of the specific circumstances surrounding the case, having been notified about the delay twice. Despite this awareness, Boye claims that the judge has still not acted on the appeals.
Furthermore, the lawyer noted that Llarena had previously nullified his vacation leave, which indicated a desire to oversee the pursuit of Puigdemont—an action Boye believes underscores the malicious nature of the delay. He concludes that there is no justifiable reason for not resolving these matters within the legally mandated timeframe.
