Catalonia's Tax Collection: Progress and Pressures Ahead
The Republican party in Catalonia has expressed mixed feelings about the recent agreement with the government regarding the right of Catalonia to collect taxes. While they celebrate this recognition, they emphasize the need for ongoing pressure to ensure the agreement is fully realized. The new funding model proposed by the government and agreed upon with the Generalitat has the potential to serve as a template for other autonomous communities, but lacks a defined timeline.
ERC, a significant player in the discussion, believes that the agreement reached during the Bilateral Commission meeting is far from sufficient. Although they have been involved in discussions and were briefed on developments, ERC demands greater transparency and a bolder approach to the funding model.
ERC spokesperson Isaac Albert praised the announcement, asserting that it is crucial for Catalonia to have the authority to collect all taxes generated within its borders. This recognition, according to Albert, is essential for bolstering the Catalan treasury and ensuring it has adequate resources.
However, the party, under the leadership of Oriol Junqueras, has criticized the government for what they perceive as a tepid response to a pressing issue. They assert that while some progress has been made with the PSOE, the country requires more than mere formal agreements; it demands concrete action and clarity, particularly concerning the principle of ordinality, which they deem non-negotiable.
Albert urged for continued advocacy and negotiation, insisting that the new funding system should align closely with the parameters outlined in Salvador Illa’s investiture agreement. He characterized the principles laid out in the Bilateral discussions as merely the foundation of what must be an extensive negotiation.
As discussions continue, it is evident that ERC is ready to intensify their pressure, aiming for a more ambitious and detailed agreement that meets Catalonia’s fiscal needs. The outcome of these negotiations will be crucial not just for Catalonia but also for other autonomous regions seeking similar rights and recognition.
