Starmer will attend the ceremony alongside British and French veterans to celebrate the 80th anniversary of the liberation of France. While discussions during the event are not formally centered around Trump's election victory, topics such as Ukraine and Gaza will be on the agenda. UK officials have also been tasked with evaluating how Trump's reelection could impact the strategic defense review (SDR) expected to be reported in the spring. Starmer and Chancellor Rachel Reeves are preparing to outline a pathway to meet NATO's defense spending target of 2.5% of GDP.

Both Starmer and Foreign Secretary David Lammy have expressed their commitment to strengthening the UK's defense capabilities, coinciding with Trump's call for NATO allies to increase their spending. Trump has insisted on a shift towards a 3% defense spending target, highlighting his views during various campaign appearances.

Starmer has committed to laying wreaths at several memorials, including those near the Champs-Élysées and the Tomb of the Unknown Soldier at the Arc de Triomphe. Starmer has also pledged £10 million of government funds for the 80th anniversaries commemorating VE Day and VJ Day, promising events that will involve tens of thousands of military personnel. Despite challenges in relations with the United States regarding military support for Ukraine, the UK has assured its commitment to stand firm on its defense obligations. The UK's Chief of Defense Staff noted that Russian military casualties are significant, underscoring the ongoing challenges posed by the conflict initiated by Putin's invasion.
