Kremlin Open to Zelensky's Victory Plan Amid Ongoing Military Tensions

In a surprising shift, the Kremlin has expressed a willingness to examine the so-called victory plan proposed by Ukrainian President Volodymyr Zelensky, set to be unveiled during his upcoming visit to the United States. This plan reportedly encompasses crucial elements such as security guarantees, economic aid, a commitment to ongoing arms supplies—including long-range missiles—and diplomatic efforts aimed at persuading Russia to engage in negotiations for a peaceful resolution to the ongoing conflict.

Zelensky, in his announcement, stated that the plan would be presented not only to President Biden but also to U.S. presidential candidates and various international partners. Furthermore, he indicated that the proposal would be accessible to all—implying a broader dialogue inclusive of different nations and communities. As highlighted by Zelensky, "Russia should see it."

In response to this development, Kremlin spokesperson Dmitri Peskov confirmed that Russia would consider the document if and when it is received, emphasizing the Kremlin's cautious approach. "When there is any information from official channels, we will of course study it carefully," he stated during a routine press briefing. However, he stressed that patience should be exercised, given the complexities surrounding the negotiations.

This isn't the first occasion where Russia demonstrated a potential interest in peace negotiations; however, the key obstacle has been Ukraine's unwavering stance that any peaceful resolution must involve the return of territories currently under Russian control. Historically, Ukraine's peace proposals have consistently included this critical condition, which remains applicable in the current context.

Conversely, Russian President Vladimir Putin has firmly established that he would only contemplate ending hostilities if he retains control over the occupied regions of Zaporizhia, Kherson, Donetsk, and Lugansk. Thus, if the Kremlin does decide to thoughtfully consider Zelensky's proposals, it may signify a noteworthy shift in their approach to the ongoing war.

Experts suggest that before any significant movement toward peace negotiations can occur, Russia's military maneuvers in the border region of Kursk must be resolved. Since August 6, Ukrainian forces have reportedly engaged in operations aimed at penetrating Russian territory in Kursk. The current situation indicates that this milestone, achieved by an airborne brigade, reflects Ukraine's persistent military efforts to reclaim lost ground.
