Legal Services Clarify Junts' Proposal for Vote of Confidence in Spanish Government
The legal services of the Spanish Congress have determined that there is no issue with processing a non-legislative proposal from the political party Junts, which demands that Prime Minister Pedro Sánchez submit to a vote of confidence. According to a legal report obtained by Europa Press, the proposal will be analyzed in a meeting of the governing body of the Chamber this Tuesday. The report states that if the proposal reaches the Plenary and is approved, it will have no legal impact on the existing trust relationship between the Legislative and Executive branches.
The lawyers highlight that the constitutional tool of a vote of confidence can only be activated by the President of the Government, and therefore, there are no precedents for any initiatives urging the Government to present such a vote. Consequently, it falls to the Congress Board to establish a criterion that may influence future oversight initiatives.
Despite the proposal's non-binding nature, the legal services emphasize that its approval will not affect the ongoing relationship of trust between the Legislative Power and the Executive. This clarification aims to guide the ruling body in its deliberation on whether to qualify the text presented by Junts, led by Carles Puigdemont.
