Madrid City Council Imposes Heavy Fines on Concert Promoters for Noise Violations at Santiago Bernabéu

The City Council of Madrid has taken significant action against concert promoters, issuing eleven fines since April 26 due to violations related to excessive noise levels at the Santiago Bernabéu stadium. These fines come in light of concerts being suspended as the organizers failed to adhere to municipal noise regulations.

The assessments of fines, totaling a staggering €801,000 so far, were initiated during the festival Crazy for Music, marking the start of concerts in the newly renovated Bernabéu. Reports detail that the fines imposed on these music promoters vary significantly, ranging from €17,000 to €148,000, as officials maintain a strict stance on compliance with the Acoustic and Thermal Pollution Protection ordinance.

Regulatory sources indicate that the City of Madrid has been proactive in ensuring adherence to noise regulations, having required Real Madrid to implement all necessary measures to mitigate disturbance for local residents. Such vigilance highlights the ongoing tensions between large-scale entertainment events and the rights of neighboring communities.

The fines levied by the Council fall into a serious category for transgressions, as outlined under Article 593 a of the ordinance which stipulates that exceeding allowable noise limits by more than 7 dBA during nighttime, or more than 10 dBA in daytime or evening periods, is deemed a very serious offense. The current scales of fines range from €600 to €300,000, displaying the Council's commitment to maintaining public peace and compliance with health standards.

As the matter unfolds, it has also drawn legal attention from affected neighbors, indicating a pressing need for accountability and dialogue between concert organizers and local residents to find a balanced solution that accommodates both entertainment and the rights to tranquility.
