This practice surged after customs officers started intercepting substantial amounts of cash from passengers arriving on connecting flights from Moscow. Entrants, seemingly innocent Moldovan citizens returning from brief trips, were found with wads totalling €2,000 to €7,000. While the amounts might not be illegal, the patterns raised significant suspicions.
Authorities noted particular flights from Moscow to Istanbul and Yerevan followed by connections to Chisinau, and a swift response followed. Police and prosecutors acted to seize the cash, confiscating a staggering €15 million in one day alone. None of the cash mules have inquired about reclaiming their money, raising alarms about a calculated scheme to exert political influence led by Ilan Shor, a Moldovan oligarch wanted for major fraud and currently residing in Russia, which refuses to extradite him.
As Moldova approaches critical elections this weekend, the atmosphere at Chisinau airport is tense, with sniffer dogs on high alert, and customs checks in place for roughly half of the passengers arriving from high-risk routes. President Maia Sandu is poised to seek re-election on a strong pro-European Union platform against ten challengers, several of whom align with Moscow’s interests.

The chief anti-corruption prosecutor in Moldova, Veronica Dragalin, articulated alarming concerns regarding the blatant attempts to manipulate the upcoming elections. Recent investigations have uncovered a systematic pyramid scheme driven by Shor, who has been under sanctions and is accused of orchestrating malign influence activities on behalf of Russia. Evidence gathered by law enforcement includes wiretaps and testimony from informants revealing a concerted strategy to influence voters, particularly aiming to sabotage the referendum on EU integration.
With traditional money-laundering routes becoming compromised, payments to voters began shifting through a sanctioned Russian bank, raising additional concerns about external financial interference in Moldova. Reports indicate that as many as 130,000 voters, representing about 10% of the electorate, received payments as part of this scheme. Accepting bribes for votes is illegal, yet Moldova’s status as one of Europe’s poorest nations leads many to take advantage of such offers.
Despite the legal implications, Shor's public persona remains intact and influential, especially in regions like Gagauzia, where sentiments are strongly pro-Russian. Ilya Uzun, the deputy governor of Gagauzia, openly expresses admiration for Putin and insists that Shor is viewed as a political savior, particularly among pensioners who receive financial support from Shor's operations.
As Moldova's elections escalated to intense campaigning, Sandu addressed supporters by emphasizing the necessity of reinforcing the country's EU pathway amidst accusations of corruption and disinformation. Her call to action implores citizens to reject the manipulation from candidates supported by foreign interference.
