Nordic-Baltic Leaders Intensify Support for Ukraine Amid Cable Sabotage Investigations

The Nordic-Baltic countries, alongside Poland, have amplified their commitment to bolster support for Ukraine, responding to the ongoing conflict with Russia and recent hybrid threats in the region. During a meeting near Stockholm on November 27, leaders from Denmark, Estonia, Finland, Latvia, Norway, Poland, and Sweden expressed their unanimous intent to enhance military aid, including the provision of additional ammunition to strengthen Ukraine's defense capabilities.

In a collective statement, the leaders affirmed their commitment to robust deterrence measures and enhanced resilience against both conventional and hybrid attacks. They also discussed the potential for imposing further sanctions against Russia and its allies, further isolating them for their aggressive actions in Ukraine.

This summit marked the first gathering of Nordic-Baltic heads of government since 2017 and the first participation of Poland, which has taken a proactive stance under Prime Minister Donald Tusk. Tusk emphasized the importance of joint naval monitoring of the Baltic Sea in response to a recent incident involving damage to two undersea communication cables, an act suspected to be a hybrid attack.

The damaged cables, linking Finland to Germany and Sweden to Lithuania, were severed between November 17-18, raising alarm over possible sabotage. Investigations led by Sweden, Germany, and Lithuania have yet to determine the exact cause of the damage. Finnish authorities have raised concerns that a Chinese vessel, reportedly the Yi Peng 3, may have inadvertently caused the incident by dragging its anchor through critical infrastructure.

Swedish Prime Minister Ulf Kristersson highlighted the country's hope for cooperation from China, urging the Yi Peng 3 to return to Swedish waters to facilitate further investigations. He noted that while authorities are pursuing leads, no direct accusations have been made against China or the vessel’s crew as the investigations are ongoing.

As the situation in the Baltic Sea remains tense, the investigations have not only focused on the culpability of the ship but have also considered the potential involvement of Russian intelligence. Reports suggest that the ship, laden with Russian fertilizer, might have been directed to undertake actions that led to the devastation of the undersea cables.
