Plea Bargains Unfold in Liguria Corruption Case Involving Port Services

Aldo Spinelli, the manager of a port services company, has reached a plea bargain agreement in a high-profile corruption investigation linked to former Liguria president Giovanni Toti. Spinelli's agreement includes a prison sentence of three years and two months coupled with the confiscation of 400,000 euros. Furthermore, he will face a ban from holding public office and will be prohibited from contracting with public administration for the duration of his sentence.

The plea bargain now awaits approval by the preliminary hearing judge, who will schedule a hearing for its decision. This case is part of a broader investigation into allegations that Toti accepted illicit funding through his election campaign in return for various commitments to Spinelli and other business figures. A key point of concern involves the renewal of a 30-year concession for Rinfuse terminals—areas of the port entrusted to companies for managing goods transportation—pointing to significant ties between political power and business interests in the region.

In a recent development, Toti, alongside Spinelli, also negotiated a plea deal with prosecutors, agreeing to a two-year and one-month sentence with a confiscation of 84,100 euros. Toti will plead guilty to charges of improper corruption and illicit financing, with the possibility of substituting prison time for 1,500 hours of community service.

The investigation extends to Paolo Emilio Signorini, the former president of the port authority managing the Port of Genoa. He too has reached a plea agreement, resulting in a sentence of three years and five months, a confiscation of 100,000 euros, and a temporary ban from public office.
