Regulatory Response to Voltage Variations in Spain's Electrical System: A Call for Urgent Action

Red Eléctrica, a subsidiary of the Redeia group, has recently notified the Ministry of Ecological Transition and the National Commission of Markets and Competition (CNMC) regarding significant fluctuations in voltage within the Spanish peninsular electrical system. These variations followed the blackout that occurred on April 28, although they remained within the established limits despite a high number of conventional units being connected. In light of these developments, the Ministry, led by Sara Aagesen, has requested that the system operator take necessary corrective actions. Additionally, the CNMC has been tasked with enhancing its oversight to ensure that all stakeholders adhere to their obligations to maintain system integrity. According to the resolution proposal from the CNMC, chaired by Cani Fernández, on October 7, 2025, the agency received a request from the system operator seeking urgent revisions to various electrical operation procedures. Red Eléctrica has highlighted the occurrence of sharp voltage variations over the past two weeks, raising concerns about the potential impact on supply security if the recommended changes aren’t enacted. In consequence, the CNMC initiated a hearing process the following day, sending the resolution proposal to the Electricity Advisory Council. The proposal aimed to introduce temporary modifications to several operational procedures to implement immediate measures for stabilizing voltage levels in the Spanish electrical system. Simultaneously, the resolution proposal was published on the CNMC's website to allow parties to submit comments within a five business day period, complying with public information protocol. The same day, the proposal was also forwarded to the General Directorate of Energy Policy and Mines for additional feedback.
