Spain's Struggles with Corruption Compliance: A GRECO Update

Spain continues to face significant challenges in fully meeting the 19 recommendations aimed at combating corruption, as outlined by the Council of Europe since 2019. Despite acknowledging some progress, particularly regarding legislative initiatives that have been proposed, the Council notes that these developments have not yet been effectively implemented. A report released last Friday provides an update on Spain's compliance with these recommendations, contrasting it with findings from 2023. The Council of Europe's anticorruption body, GRECO, has stated that three of the 19 recommendations remain in a state of total noncompliance, though this marks an improvement from six previously unaddressed recommendations. GRECO firmly asserts that the progress achieved thus far is insufficient when measured against the expectations that have been in place for the past six years. Consequently, the organization has requested that Spain submit a comprehensive report by June 30, 2026, detailing the advancements made in addressing these crucial recommendations.
