The Role of Europe in Negotiating Peace: Ukraine's Call for Inclusion

As tensions continue to simmer in the ongoing conflict between Ukraine and Russia, the need for a unified approach to peace negotiations has become increasingly pressing. The Munich Security Conference highlighted this challenge, particularly as the United States maintains a cautious stance toward European involvement in direct talks. During the conference, General Keith Kellogg, President Donald Trump's envoy for the war in Ukraine, emphasized a realist approach that excluded European leaders from face-to-face negotiations intended to resolve the conflict.

Kellogg pointed to the disarray that characterized the 2014 Minsk negotiations, cautioning that a crowded negotiating table involving multiple parties, including Russia, Ukraine, and various European countries, hindered effective dialogue. His assertion casts doubt on the viability of Europe playing a significant role in future discussions, even as European leaders, including António Costa, President of the European Council, argue for their necessity in shaping any lasting agreement.

Costa's sentiments echo a broader perspective among European leaders who insist that without their involvement, credible negotiations are unlikely to occur. Reflecting on this, Zelensky, the President of Ukraine, criticized Trump's recent disregard for Europe's role during their phone call and called for a robust presence of European voices in discussions that dictate the region's future.

As part of a proactive strategy to forge a clearer path forward, President Zelensky has called for a summit on February 24 in Kiev, coinciding with the third anniversary of the large-scale Russian invasion. This summit aims to align the stances of Ukraine and its allies, with an emphasis on generating a collective vision for peace and security guarantees that will underpin future negotiations.

While the United States has ruled out certain concessions, including Ukraine's accession to NATO and restoration of pre-1991 borders, it’s imperative for all parties involved to engage transparently and cooperatively. The upcoming summit represents an opportunity for Ukraine, alongside its European partners, to lay a foundation for a more inclusive and effective negotiating process moving forward.
