In Ronneby municipality, startup jobs have emerged as a vital mechanism to address long-term unemployment while simultaneously catering to the needs of local businesses. The model is straightforward: the municipality lends a job seeker to a workplace that requires additional support. For employers, this initiative not only allows them to test and nurture potential employees but also offers financial incentives.
"It was crucial for us to bring in Grace as an additional resource," says Lisa Hjelm, highlighting the impact of this model on both workers and businesses.
One remarkable story emerging from this initiative is that of Grace Alsaaty, who arrived in Sweden in 2014, armed with a fresh degree in mathematics and statistics from Syria. Despite her education and proficiency in language, she faced rejection after rejection, primarily due to a lack of experience and local connections.
"I didn’t give up. I learned Swedish through YouTube and got my driver’s license to increase my chances," Grace recalls, reflecting on her persistent job hunt. After months of searching, she connected with the labor market unit in Ronneby, which coordinates the startup jobs program—a pivotal moment in her journey.
Shortly after the initial meeting, Lisa Hjelm had the opportunity to welcome Grace as a resource at the teaching college for Swedish for Immigrants (Sfi), where many students were Arabic speakers. "I was pleasantly surprised to gain access to such a well-educated person," Lisa states, noting that although Grace lacked teaching experience, they were able to navigate this by introducing her as a classroom support.
Grace’s background in mathematics positioned her ideally to assist with the math students at adult education, many of whom shared her native language. "It’s amazing to see how a person can develop when the conditions are right," Lisa adds, underscoring the symbiotic nature of the arrangement.
The importance of mentorship and developmental opportunities cannot be overstated. Lisa initially had no plans to bring in extra resources, but thanks to the municipality's initiative, she discovered Grace's potential. "We have gained an energetic, skilled, and competent colleague. Without the trial period, we would never have discovered her," she admits.
The journey from startup job to a permanent position has been transformative. After two years in the program, Grace was offered continued employment. To qualify for a teaching license, an education Grace pursued while employed, she eventually completed her training and became a licensed high school mathematics teacher in Ronneby by March 2025.
"We are very pleased to have gained a fantastic math teacher, and utilizing startup jobs has proven beneficial for society and the individual alike when one dares to explore the opportunities," asserts Lisa Hjelm, embodying the success of this initiative.
So, how do startup jobs work? They offer straightforward and efficient support for recruiting individuals who have been unemployed for a minimum of 12 months or are new to Sweden. For candidates aged 20 to 24, a six-month unemployment requirement applies. Financial support can cover up to 60 percent of the salary costs—maxing out at 20,000 SEK per month—based on specific criteria concerning the hire.
Support is available for a duration of up to one year for individuals aged 20 to 24 and a maximum of two years for those aged 25 to 66. This program is applicable for permanent and fixed-term positions, whether full-time or part-time.
