In Ronneby municipality, the introduction of startup jobs has emerged as a game-changer in addressing long-term unemployment while simultaneously fulfilling the needs of local businesses. The model is straightforward; the municipality lends a job seeker to a workplace that requires extra support. This arrangement provides employers the chance to trial and nurture potential employees, bolstered by financial assistance.
"It was crucial for us to be able to bring in Grace as an extra resource," says Lisa Hjelm, highlighting the importance of this innovative program.
From Syria to the Swedish Labor Market: A Tough Journey
Grace Alsaaty, originally from Syria, arrived in Sweden in 2014 armed with a fresh university degree in mathematics and statistics. Despite her educational background and language capabilities, her job applications faced rejection after rejection, primarily due to a lack of experience and professional connections.
"I didn’t give up. I learned Swedish via YouTube and got my driver’s license to increase my chances," she recalls, showcasing her determination.
After months of persistence, Grace connected with the labor market unit in Ronneby, which oversees the startup jobs program. This was a pivotal moment in her journey toward employment.
From Support Role to Permanent Employment
Shortly after her initial meeting, Lisa Hjelm received a proposal to integrate Grace into the teacher college at Sfi (Swedish for Immigrants), where many students are native Arabic speakers. "I was happily surprised to have access to such a well-educated person. She had no teaching experience, but we solved this by having her step in as support in the classroom," Hjelm reports.
Grace's background in mathematics soon led her to work specifically with mathematics students at Komvux, many of whom were Arabic speakers. The pairing turned out to be ideal, with Hjelm stating, "It’s amazing to see how a person can develop when the right conditions are there."
Mentorship and Development: The Keys to Success
Hjelm admits that she had not planned to bring someone on board before the municipality suggested Grace through the startup jobs program, but she is now thankful for that opportunity. "We have gained an energetic, skilled, and competent colleague. Without the trial period, we would never have discovered her," Hjelm reflects.
Integrating someone who has been long-term unemployed and may lack experience requires a dedicated effort from the workplace. Hjelm focused on mentorship and skills development to help Grace excel in her role.
From Startup Job to a Permanent Position
After two years of working in the startup job, Grace was offered permanent employment. However, it came with a requirement for teacher certification, which she embarked on simultaneously with her job. In March 2025, she achieved her certification and became a high school mathematics teacher in the adult education program in Ronneby.
"We are very pleased to have gained a fantastic math teacher and to see how beneficial startup jobs can be. It benefits both society and the individuals involved when we dare to seize the opportunities offered," says Hjelm.
How Startup Jobs Work
These startup jobs provide simple and smooth support for recruiting individuals who have been unemployed for at least 12 months or who are new to Sweden. For individuals between the ages of 20-24, unemployment must be for six months.
The program offers support of up to 60% of the wage cost, with a maximum of 20,000 SEK per month depending on the hire. Compensation is available for up to one year for those aged 20-24 and a maximum of two years for individuals aged 25-66.
This initiative applies to both permanent and temporary positions, whether full-time or part-time. The startup jobs program thus serves as a strategic means to promote employment and enhance skill development among marginalized job seekers, creating a ripple effect of positive outcomes within the community.
