Ukraine and Russia: Ceasefire Talks Amid Ongoing Conflict
The delegation appointed by President Volodymyr Zelensky of Ukraine arrived in Istanbul on Monday for important negotiations with Russian representatives concerning a potential ceasefire. This marks the second direct meeting between the two parties since the onset of the conflict in February 2022.
Despite various discussions and interventions from international actors hoping to establish a ceasefire, hostilities persist, and meaningful progress remains elusive. U.S. President Donald Trump recently expressed notable frustration with Russian President Vladimir Putin, stating, "I have known Putin for a long time; I have always gotten along well with him. But he is sending rockets to cities and killing people, and I don’t like that at all." He further commented on Putin's state of mind, suggesting, "He has gone completely crazy."
Putin’s narrative surrounding the war reflects a desire to address the "deep causes" of this crisis. He has emphasized that achieving peace in Ukraine necessitates recognizing and resolving these underlying issues. According to the Reuters news agency, Putin's perspective, which has been echoed in various forums, positions Russia as a victim of Western aggression, particularly regarding the expansion of NATO.
Robert Person, a noted expert on Russian foreign policy at the Council on Foreign Relations, elaborated on this narrative in an interview with The Kyiv Independent. He argued that Russia perceives Western actions as a threat that infringes upon its interests, viewing Ukraine’s integration into the Western world not as a sovereign choice but as an act of aggression.
Additionally, while Russia has attempted to justify its military actions by claiming to protect Russian-speaking Ukrainians and promoting narratives about Ukraine's alleged Nazi regime, the core issue, according to Person, resides in the expansion of NATO. He asserts that Putin's aspirations extend beyond simply preventing Ukraine’s NATO membership. Rather, he foresees transforming Ukraine into a vassal state, governed by a regime that aligns with Kremlin interests.
