Ukraine Faces Critical Negotiation Phase Amid U.S. Proposal and Russian Advances

On Saturday, November 22, Ukraine and its European allies rushed to devise counterproposals following U.S. President Donald Trump's firm deadline for Kyiv to accept a controversial war-ending deal, which includes several hardline demands from Russia. Ukrainian President Volodymyr Zelensky openly opposed the 28-point U.S. plan, while Russian President Vladimir Putin welcomed it, as it would compel Ukraine to relinquish territory, reduce its military, and vow never to join NATO. During a G20 summit in South Africa, French President Emmanuel Macron, German Chancellor Friedrich Merz, and UK Prime Minister Keir Starmer convened to discuss the situation. According to the French presidency, this meeting preceded a broader assembly of other European leaders aimed at reinforcing their approach to upcoming negotiations. Starmer emphasized the need to strengthen the plan for the next phase of talks. European Commission President Ursula von der Leyen reiterated that any negotiations regarding Ukraine must include Ukrainian voices at the forefront. In response to the backlash against the plan, U.S. Vice President JD Vance stated that critiques often misinterpret the existing realities and frameworks, suggesting that merely increasing monetary and military support or imposing further sanctions is unrealistic and insufficient for achieving victory. President Zelensky described Ukraine's situation as one of the most formidable challenges in its history, promising to propose alternatives to Trump's initiative. At the same time, a senior Ukrainian official announced plans for talks with the United States in Switzerland to discuss the possibility of a future peace agreement, with Zelensky's chief aide, Andriy Yermak, leading the delegation. In the days ahead, they will engage in consultations intended to align both countries' visions for the next steps forward. Rustem Umerov, a member of Ukraine’s negotiation team and former defense minister, noted that these discussions would also involve representatives from Russia; however, there was no immediate confirmation of Russia's participation. As the conflict progresses, Russia's military, better equipped and increasingly larger in numbers, continues to gain ground along the extensive frontline, while Ukraine braces for one of its most brutal winters since the outbreak of the war.
