US-Russian Peace Talks in Saudi Arabia: A Shift in the Ukraine Conflict Dynamics

US and Russian officials are preparing for a crucial meeting in Saudi Arabia next week to initiate discussions aimed at concluding nearly three years of conflict in Ukraine. According to reports from Reuters and AFP, US Secretary of State Marco Rubio will lead the American delegation alongside National Security Adviser Mike Waltz and Middle East Envoy Steve Witkoff. This meeting signifies a significant step towards potentially organizing a summit of leaders by the end of the month, although Ukrainian President Volodymyr Zelenskyy has expressed that Ukraine has not been included in these talks. He stated that Kyiv will not engage with Russia until it consults with its strategic partners.

In a recent phone call, Rubio and Russian Foreign Minister Sergei Lavrov discussed the conditions surrounding Ukraine, including the removal of unilateral barriers established by previous US administrations. Both parties acknowledged their readiness to collaborate on vital international issues, particularly concerning Ukraine, as confirmed by the Russian foreign ministry. They agreed on the necessity of regular communication to set the stage for a meeting between Russian President Vladimir Putin and US President Donald Trump.

Keith Kellogg, Trump’s special envoy for Ukraine, emphasized that while Europe would be consulted regarding the peace process, they may ultimately be excluded from the direct talks between the US, Russia, and Ukraine. At the Munich Security Conference, Kellogg urged European nations to participate actively by proposing concrete ideas and increasing defense spending.

During the same conference, President Zelenskyy argued for the formation of a European army, asserting that Ukraine alone cannot secure its sovereignty without European support. He reaffirmed that NATO membership is still on the table for Ukraine and stressed that no decisions regarding ending the war should be made without considering Kyiv's position.

French President Emmanuel Macron is seeking an emergency meeting with European leaders, including UK Prime Minister Keir Starmer. This meeting is expected to address the US's endeavors to limit European involvement in the peace talks and the potential security guarantees for Ukraine’s future, either through NATO or a European defense initiative.

In response to threats of exclusion from negotiations, Finnish President Alexander Stubb called for Europe to take decisive action rather than remain passive. He stipulated that discussions about Ukraine's future must involve European nations, remarking that it is imperative for Europe to unify its stance.

UK Foreign Minister David Lammy voiced his support for deeper collaboration between Trump and Zelenskyy, indicating that strong ties with the US would provide the best security guarantees for Ukraine against future Russian threats. He maintained that binding US business and defense capabilities to Ukraine's future would enhance its security.

German Chancellor Olaf Scholz articulated that a lasting peace in the conflict would require the security of Ukraine’s sovereignty, asserting that any peace agreement must not detach European and American security interests, cautioning that only President Putin would benefit from such a decoupling.

Ukrainian Foreign Minister Andrii Sybiha met with Chinese Foreign Minister Wang Yi during the Munich Conference to discuss Ukraine's vision for peace, emphasizing mutual respect for territorial integrity. Wang reiterated China’s position that all parties involved in the Russia-Ukraine conflict should partake in peace negotiations, highlighting the critical role of Europe in the discussions.

The Trump administration has made a controversial proposal to Ukraine regarding its rare earth minerals, suggesting that these resources could be used as a form of payment for the substantial military aid provided by the US since the conflict erupted. President Zelenskyy expressed concerns that the proposed deal lacked essential security provisions, declaring that this arrangement does not serve Ukraine’s interests as a sovereign nation.

As the geopolitical landscape shifts, the upcoming talks in Saudi Arabia may open avenues for dialogue and resolution, despite the evident tensions surrounding Ukraine's role and the involvement of European partners. The outcomes of this meeting could dramatically influence the trajectory of the longstanding conflict.
